If the feature is still not working, your device may not support this feature or there may be a hardware issue with the flash itself.
Enabling Flash Alerts on an iPhone
To make your iPhone flash for alerts, go to Settings > Accessibility > Audio/Visual. Then, turn on the LED Flash for Alerts feature. This will cause your iPhone to flash when you receive alerts, such as notifications and incoming calls.
